A propos SERGE MAYAKA M.

I am a Medical Doctor and I hold a Master degree in Health Economics, a Certificate in Health Policy and a PHD in Health Economics from Catholic University of Louvain/Belgium. I'm currently Senior Lecturer in Public Health School of Kinshasa/DRC. My domains of interest are health financing, health systems performance and health policy analysis. I dispose a polyvalent experience through all different levels of the Congolese health sector: clinical doctor in a rural hospital (2001-2005), medical supervisor for treatment and care related to children's diseases and HIV at health zone and provincial level (2003-2005), monitoring and evaluation officer for health projects at the Ministry of Health (2006), responsible for emergency projects for treatment and care of victims of sexual violence at UNFPA (2006-2007). My experience has given me a systemic vision on various health topics, namely the organisation and management of health services, health care quality assurance, management of health data, the financing of health services, monitoring and evaluation of health projects.

Perfomance Based Financing approach in complex adaptative system: the case of Democratic Republic of Congo The thesis analyzes the role of performance-based financing approach (PBF) in the health reform process of DRC. Its originality relies in the complex adaptive systems (CAS) framework adopted to analyze DRC health system. Indeed, we assess the huge potential of CAS in supporting the construction of health systems and for understanding the dynamic of the system under PBF. By using mixed methods, this thesis explores potential explanatory theories, bringing some insights regarding the causes of dissension, paradoxical results and emergent behaviors within the health system under PBF. The thesis demonstrates that the CAS approach can provide a better understanding of PBF implementation process in DRC. Understanding the basics of the CAS can become a major asset in the strengthening of local health systems.
