The MA from the Institute of Social Studies in The Hague introduced central concepts and distinctive features and institutional context of ‘public’ management and the interrelations of public sector agencies with other societal institutions. Second, the course addressed how policy implementation is affected by the complex nature of organisations, and by the linkages among these organisations and other societal agents in networks for public action. Sectoral and organisational processes of resource use were reviewed, as in planning, budgeting and personnel management. Third, methods for the formulation and selection of public policies, programmes and expenditures, and the roles of various groups and actors in the preparation, use and misuse of information at policy, programme and project levels were explored and compared.

The MSc from the Institute of Child Health in London focused on skills, knowledge and principles to manage effective health programmes in developing countries and resource-poor conditions, prioritising mothers and children. The programme included besides public health subjects, a management module, an exam in epidemiology, statistics and a research module.

The Global Flagship Course on “The Challenge of Universal Health Coverage: Health System Strengthening and Sustainable Financing” is designed for participants who are engaged in the process of national health system reform in various ways: developing policies, implementing new initiatives, monitoring system performance, and giving advice to key stakeholders. The course provides practical methods for developing effective solutions to the problems that countries inevitably encounter in the reform process. While many approaches exist for analysing health systems, this course offers in depth work with one particular set of concepts—the Flagship Framework.

Successfully managed the Results Based Financing (RBF) project funded by the World Bank from initial stage to national scale-up. Improvements achieved in access to and quality of health services for mothers and children. E.g. Women in RBF districts are 13.6 percentage points more likely to deliver in a facility and are 11.6 percentage points more likely to receive post-natal care within two-months of delivery as compared to those in non-RBF districts. Pilot Conditional Cash Transfers in 2 urban districts. Member of National RBF Steering Committee. Member of Technical Working Group MNCAH. Member of Technical Working Group on Financing for Universal Health Care.

Responsible for the management of a health programme supported by Cordaid, funded by Global Fund, World Bank, Netherlands Ministry of Foreign Affairs and the European Union and executed by 15 partner organizations. Member of National Health Strategy Steering Committee chaired by Ministry of Health. Member of CCM. Developed local responses to public health challenges, including emergency situations. Led large tenders for blood-banks and supplies on behalf of the Government.

Responsible for policy development (within Cordaid frame work) for support to health programmes in Tanzania (church based organisations and other NGOs). Prepared decisions on programme support, considering national and regional relevance, Cordaid policy cadres and financial analysis. Compiled quarterly monitoring reports. Accountable for the results. Advisory function to partner organisations on organisational development including programme cycle management.
Initiated a shift to Results Focussed Financing in 5 Diocesan health programmes; i.e. Cordaid funding based on progress in a selected number of MNCH related indicators. Initiated support, also based on performance, to private midwives, which was new to Cordaid.
Assisted health facilities in developing strategies to retain staff in remote areas. I co-facilitated a forum on HRH for Christian Health Associations together with the Capacity Project.

Provided technical assistance to NGOs in 3 rural development programmes. Emphasis was on programme development, strategic and operational planning, M&E of (health) programmes in collaboration with community based organisations, other NGOs and local government. Compiled programme proposals for donors.

Advised a District Health Management Team (DHMT) which was responsible for planning and implementing a comprehensive health programme in a large District with 7 health facilities. Supported the planning and design of an M&E system based on the national HMIS. Supervised implementation of the system, facilitated data analysis and planning based on the information. Initiated an inter-sectoral team at District level and 7 at Health Centre level. Trained the teams in participatory methods. Conducted community needs assessments and facilitated community planning. A major achievement was to find technical and financial support for WASH from an external donor (Irish Aid).
Conducted research on maternal mortality. Based on the results we designed and implemented a “Safer Motherhood Programme”.
