About Valentina Prevolnik Rupel

Valentina Prevolnik Rupel, Institute for Economic Research Ljubljana, economist, born 26.3.1971 in Ljubljana. She graduated from the Faculty of Economics of the University of Ljubljana in 1994, finished her masters in 1997 and Ph.D. in 2007 at the University of Ljubljana. Worked at the Institute for Economic Research in Ljubljana in health care financing; at the Health Insurance Institute of Slovenia as an advisor to the CEO in the area of health technology assessment and models of payment; at the Ministry of Health as a cabinet advisor to the Minister. Coordinator of national projects and working package leader in international projects. Worked on World Bank, UN, LuxDev and EU sponsored projects on payment models and other issues in Tajikistan, Kosovo, Montenegro, Serbia, Croatia, and Macedonia. Currently works as a senior researcher at Institute for Economic Research, Ljubljana (current projects IMPACT HTA and ESPN) and as a research fellow for ICHOM, London (project on outcomes for Personality Disorders). Works on EU project Analysis of Secondary and Tertiary Care in North Macedonia, WB project Outpatient Drug Benefit Scheme in Kosovo and EU project Financing of primary care in Hungary. Teaches at private university DOBA, Maribor, Slovenia. Co-editor of the journal Slovenian Journal of Public Health. Published more than 200 journal articles and book chapters.

As a senior researcher in health care and long term care, I work on many international and national projects. In the scope of FP7 and Horizon 2020 I worked on ANCIEN project, ADVANCE HTA project, MEDtecHTA project and currently on IMPACT HTA project. I was a part of EUnetHTA JA2, working on many work packages. Also, IER is part of ESPN project as well as INNOVCare project on rare diseases. My research is concentrated in the are of health-related quality of life, generic and disease-specific instruments for measuring health outcomes as well as in financing and organization of health care systems. I currently work on various projects, such as SCUBY, Financing primary care in Hungary, Analysis of Secondary and Tertiary Health Care in North Macedonia, Analysis of outpatient Benefit Scheme in Kosovo and defining outcomes in Personality Disorders with ICHOM.

Working as an advisor on health care reform in the Minister of Health's cabinet was mostly on the preparation of "Upgrading Health Care system by 2020" document, where the development of the health care system in the next 10 years was defined. I was leading over 35 working groups and cooperating in many more, such as preparing National Programme for Diabetes, National Programme for Primary Health Care, etc. Furthermore, I was a member of Supervisory Body for one psychiatric hospital, president of Supervisory Board for General Hospital Slovenj Gradec and member of the Supervisory Board of Health Insurance Institute of Slovenia.
