I have been working in public health and health system strengthening programs in developing countries for more than 20 years - in fragile/emergency settings as well as post-conflict and in more stable settings of Africa, Asia (incl. Pacific) and Eastern Europe. Since 2008, I am working as a senior Health Specialist at the World Bank as an expert on Results Based Financing (RBF). I also lead the knowledge and learning work (including capacity building) of World Bank and country teams to improve the design, implementation and evaluation of RBF mechanisms and coordinate the dissemination of lessons and results through www.Rbfhealth.org. I led the development of an e-learning course on RBF, as well as a corresponding computer game. As part of the learning on RBF, I coordinated the development of 6 country case studies on verification in RBF, including leading a cross-case analysis synthesizing these results. Similar work is underway on lessons related to community RBF. I am furthermore a member of the Global Financing Facility (GFF) Secretariat supporting countries in this innovative financing pathfinder to accelerate the efforts to reach the 2030 goals for women, children’s and adolescents’ health. As part of the GFF, I provide technical support to countries and also lead the knowledge & learning work and capacity building across the GFF countries. I am the focal point on the role of the GFF in fragile settings in the GFF Secretariat.
