Health financing can be conceptualized around three main functions: mobilizing resources, pooling them, and purchasing services. The purchasing function has so far received relatively little attention in terms of reflection and action in many low- and middle-income countries. Too often, purchasing of health services is done in passive and non-strategic way. This can constitute a major obstacle in progressing towards Universal Health Coverage (UHC).

Jointly led by the WHO, ITM and the FAHS and PBF Communities of Practice, a collaborative learning program on the issue of strategic purchasing is being put in place. 


As a member of the working group, you will :

  • Contribute to the development of a framework for analysis of the purchasing function in resource-limited countries.
  • Based on this framework, document and assess, using a light methodology, the situation in your country – this will allow to better understand barriers and opportunities to strategic purchasing
  • Assist in the dissemination of the work and recommendations produced by the working group, both at national and international level.

Our objective is to close this collaborative project before the end of 2017. This will allow to prepare a technical meeting early 2018.


This project is open to all Collectivity experts (practitioners, decision-makers, researchers…) Experts active in the purchasing of services (insurance agency, performance purchasing agency, working group members for national financing strategies...) are particularly welcome. They will have a key role to play in documentation at the country level. It is also possible to apply as a country team (please mention names of other colleagues in your respective application letters).

Enough African countries will be selected, but we hope to also include other low- and middle-income countries.

Bilingualism (French / English) is an asset but not a sine qua non.
