Cambodia has re-built a health system from very difficult circumstances in a short time, successfully so measured in terms of achievements on the MDGs. In the current system, purchasers include the Ministry of Health (MoH) using direct budget allocations, the Health Equity Fund managed by the MoH, and since 2016 the National Social Security Fund which manages new schemes for the private formal sector, and for civil servants. As policymakers think about how to cover the remainder of the population, a new governance structure for purchasing is being developed, and the creation of a purchaser-provider split is under way. This talk will review the recent history, the current status, and potential future pathways.
