THE CHALLENGE

This thematic group is part of the larger collaborative learning initiative on strategic purchasing. This initiative is jointly led by the WHO, ITM and the FAHS and PBF Communities of Practice. We suggest working together in 4 thematic groups under this initiative. 

This group will seek to come up with a rapid assessment guide on strategic purchasing that helps to analyse a country situation to explore the strengths and weaknesses in its purchasing set up. We will focus on the following areas: payment methods, benefit design, information management systems and governance arrangements.

The purpose of this assessment is to identify options and entry points through which a country can enhance its move towards strategic purchasing.Various analytical frameworks related to purchasing exist, so the idea is not to develop something from scratch, but to tailor the existing and specify our key policy questions to guide the analysis.

The envisaged outputs are: 1) an assessment guide to be used for country analysis; 2) some country assessments based on the guide; and 3) a synthesis report summarising the key issues and lessons learned.

YOUR CONTRIBUTION

As a member of this sub-group, you will :

  • Contribute to the development of a rapid assessment guide for the analysis of the purchasing function (finalization: mid-December 2017).
  • Document and assess the situation in your country or your purchasing agency using this guide (i.e. all parts or some specific modules) (December 2017 – March 2018).
  • Co-author a synthesis report summarising the key issues and drawing the lessons (March-May 2018).
  • Assist in the dissemination  of the work produced by the subgroup, both at national and international  level

THE DREAM TEAM

This group is open to members of the Strategic Purchasing Collectivity Initiative. We look for country teams as well as individuals working on purchasing or employed in purchasing agencies that are interested in undertaking an assessment of their purchasing setup. The group will be facilitated by Inke Mathauer, Narayanan Devadasan and Danielle Bloom.
