ABOUT THIS PROJECT

The Health Result Innovation Trust Fund (HRITF) is a World Bank-managed multi-donor trust fund, established in 2007 with initial support from the Government of Norway and then DFID from 2009. A primary objective of the HRITF programme is to build the evidence base for different Results Based Financing (RBF) mechanisms in low and middle income countries. Country grants are provided for a wide range of RBF designs, and these are evaluated to provide evidence and learning. A Mid Term Review is now being carried out to make recommendations to inform on-going and future programming specifically aimed at (a) improving the performance of the current HRITF programme from a donor, implementer and country level perspective and (b) supporting the design and implementation of future RBF approaches being considered.

As part of the HRITF Mid Term Review, the evaluation team from IOD PARC (www.iodparc.com) is visiting 3 countries for short case studies: Cameroon, Nigeria and Zimbabwe in July. We will also conduct virtual case studies for 15 countries: Afghanistan; Benin; Burkina Faso; Burundi; Democratic Republic of Congo; Ethiopia; Gambia; Haiti; Liberia; Senegal; Tajikistan; Zambia. All the case studies will include interviews with country stakeholders.

EXPERT REQUIREMENTS

We invite members of the PBF Community of Practice who work, or who have worked, on PBF in the countries listed to propose themselves for interview to assist with our evaluation. Interviews are likely to be by phone or Skype. They will be carried out in English or French during the months of July and August 2017.

The interview will last around 30 -60 minutes. It will focus on:

- Your experience of the implementation and management of RBF grants supported by HRITF

- How well evidence and lessons from HRITF are being disseminated and used

- The impact of HRITF RBF grants on health systems and  how RBF is being sustained

WHO WE ARE LOOKING FOR

Any member who has experience of working on RBF in any of the 15 countries listed is welcome to propose themselves for interview.
