A growing number of low- and middle-income countries have adopted or are adopting Performance-Based Financing (PBF) as a health financing strategy. These PBF systems always have a quality of care component in their reward formula. This raises the challenge of how to best measure the dimensions of quality of care which are most important for determining the best health outcomes. A growing number of experts are raising questions on some of the existing metrics, indicators, and measurement techniques used in PBF programs. The PBF Community of Practice is launching a global learning agenda on PBF & quality of care to evaluate the existing measurement methods and provide recommendations on how to improve the tools.
In order to pilot this ambitious agenda, the CoP decided to focus first on Family Planning. We are setting up a working group to organize an international event which will be the launching off point of our collective learning program.
As a member of the working group, you will be expected to support the PBF CoP facilitation team in developing a global learning agenda on “measuring and incentivizing quality of family planning services in PBF systems”. Among other tasks, you will have to:
-Participate in a collective reflection on how PBF should address the quality of family planning services.
-Assist the PBF CoP facilitation team in the organization of an international meeting.
-Contribute to the preparation of the meeting, by documenting how family planning is incentivized in your country or project
-Attend the international meeting and possibly take on the role of a co-facilitator.
-Ensure thorough follow-up after the meeting by sharing the outcomes with the relevant international communities of expertise.
All the members of the PBF CoP and Collectivity experts can apply to this project. We are particularly interested in people with advanced expertise in quality of care measurement (especially family planning) and advanced experience in designing PBF programs. Fluency in English is required for attending the international meeting.
