Malawi health sector is under-resourced and it is reforming its health system to maximize health outcomes from the available limited resources through changing how health services are purchased and reimbursed. Ministry of Health has been piloting two Results-Based Financing/Performance-Based Incentive schemes in addition to the performance based contracting that is in form of Service Level Agreements with faith based health facilities who charge user fees.
Moving forward, the Ministry wants to develop National PBF Framework to harmonize all Performance-Based Financing (PBF) programmes. For this purpose it has set up a dedicated Taskforce to develop the document by end of August 2017.
As part of the roadmap, the Ministry Taskforce would like to review PBF National frameworks from other countries to learn how such documents are developed and organised.
As part of the member of this community, the Ministry of Health invites you to share your PBF/RBF national framework. This will help Malawi to learn and develop its own national framework.
You are required to share the document and describe how the process was undertaken.
The developed document will be shared on this forum for further input and members will be given with constant updates on the progress.
