Hello. My name is Paulin Kouassi Kouakou (you can discover my profile here). I am the person in charge of Monitoring & Evaluation for the pilot project on Performance Based Financing in Côte d'Ivoire. PBF began in August 2016 in 17 health districts (out of a total of 82 districts). After 12 months of implementation, there has been a rapid increase in the quality of care and services (the average score calculated for all health facilities rose from 48% in August 2016 to 70% in June 2017). However, there is no increase in the number of curative consultations. An analysis was carried out by comparing the rates of change for curative consultations in the districts under PBF, compared with district without PBF. There was no difference between these two groups.
I would like that you share with me your experience and observations on this phenomenon. Is it normal that after 12 months the curative consultations have not increased in PBF centers? Should we still be patient or, on the contrary, take some corrective actions without further delay? What might these measures be? Do not hesitate to share with us useful documents.
